How the Rules Actually Work
A ship's drinking age follows the line's policy for that sailing, shaped by the departure region, not by whose waters you're floating in that afternoon. North American departures generally mean 21 on the major lines for the whole cruise.
Departures from Europe, Asia, South America, Australia, and New Zealand are where it opens up: several lines set the minimum at 18 on those sailings, sometimes with limits on what can be served, and some lines or itineraries impose different rules: a sailing's local laws can also restrict service in particular ports or waters. The same ship can run different rules on different itineraries.
The casino has its own minimum age, and it isn't always the same as the bar's. If your group includes 18-to-20-year-olds and this matters to the trip, tell us the group and the season: matching a line and itinerary to that constraint is normal booking work, best done before anyone falls in love with a specific ship.
