Why the Card Doesn't Help
Cruise ships answer to federal maritime law, the law of the flag state, and the laws of every port they visit. Cannabis is illegal under U.S. federal law and in most Caribbean and Mexican ports, so the lines ban it outright and screen for it at embarkation along with everything else.
The consequences are real: lines list cannabis as a prohibited item under their guest-conduct policies, and being caught can mean confiscation, removal from the ship at the next port at your own expense, and a ban from sailing the line again. Several lines also currently prohibit CBD products regardless of THC content.
If a traveler in your group relies on medical cannabis, talk to their physician about a legal alternative for the length of the sailing. That's the honest answer, and it's the only one we'll give.
